Document Requirements

To ensure your transaction is successful, please take a look at the sections below and keep in mind that you may be required to bring certain types of documents with you in addition to payment.

COVID-19 Update

In accordance with Orange County’s Executive Order, all customers must wear a face mask while in our facilities. If you do not bring a face mask, one will be provided to you (while supplies last). If you do not wear a face mask, you will not be served

Title Appointments

Document requirements vary depending on the type of title transaction. Click on a section below to expand information.

The seller must sign the title over to you and complete the “Transfer of Title by Seller” section on the Florida title, including the sale date, sale price and current odometer reading and date.

Bring:

  • The title; 
  • Proof of Florida insurance on the vehicle; and
  • Valid driver’s license/ state ID with you.

All new listed owners must be present to sign the title application.

The title certificate must be signed over to you by the seller and include the sale date, sale price and current odometer reading and date.

Bring:

  • The vehicle for a VIN verification;
  • Title;
  • Proof of Florida insurance on the vehicle; and
  • Valid driver’s license/ state ID with you.

All listed owners must be present to sign the title application.

If you own the car, bring:

  • The title;
  • Vehicle for a VIN verification;
  • Proof of Florida insurance on the vehicle; and
  • Valid driver’s license/ state ID with you.

If the car is financed, bring:

  • The lienholder (finance company) information;
  • Current vehicle registration;
  • Vehicle for a VIN verification;
  • Proof of Florida insurance on the vehicle: and
  • Valid driver’s license/ state ID with you.

Driver's License/ ID Appointments

Document requirements vary depending on whether or not the customer is currently REAL ID compliant in Florida, which is indicated by a star in the upper right-hand corner of the Florida driver's license or ID card, and their immigration/ residency status. Click on a section below to expand information.

If your Florida driver's license or ID has the star, that means you've already met the document requirements, and you won't need to show your REAL ID documents again to renew or replace your driver's license unless you need to change your name or address (U.S. Citizens and Permanent Residents).

If your Florida driver's license or ID is not REAL ID compliant, or if you are obtaining your Florida driver's license or ID for the first time, you must bring certain documents that validate your identity, Social Security Number (SSN) and residential address.

For most customers, those documents are 1) your birth certificate or passport and 2) your social security card and 3) two proofs of Orange County residential address.

REAL ID compliance is indicated by a star on the upper right-hand corner of your Florida driver's license or ID.

1. Are You Real ID Compliant? 

  • Yes, I have a star: If you are currently REAL ID compliant, you will only need to provide your name change document(s) (see below).
  • No, I do not have a star or I do not currently have a Florida driver's license or ID: If you are not currently REAL ID compliant, you must bring documents that validate your identity, Social Security Number (SSN) and Orange County residential address in addition to your name change document(s). For most customers, those documents are 1) your birth certificate or passport and 2) your social security card and 3) two proofs of Orange County residential address.

2. Name Change Documents

If you have legally changed your name by marriage, divorce or court order, you must submit an original or certified U.S. marriage certificate(s), U.S. divorce document(s) or other court order(s). Copies are not accepted unless certified by the issuing authority.

Marriage certificates must be recognized by the state of Florida. Generally, marriage certificates issued in Florida or another state in accordance with the respective laws of those states are recognized by the State of Florida. Immigrants & Nonimmigrants

Customers who have legally changed their name by marriage, divorce or court order must also update their USCIS documents to reflect their name change before they can update their name on their driver's license or ID.

REAL ID compliance is indicated by a star on the upper right-hand corner of your Florida driver's license or ID.

1. Are You Real ID Compliant?

  • Yes, I have a star: If you are currently REAL ID compliant, you will only need to provide your address change documents (see below).
  • No, I do not have a star or I do not currently have a Florida driver's license or ID: If you are not currently REAL ID compliant, you must bring documents that validate your identity, Social Security Number (SSN) and Orange County residential address. For most customers, those documents are 1) your birth certificate or passport and 2) your social security card and 3) two proofs of Orange County residential address.

2. Address Change Documents 

Customers must submit two different documents with their new residential address (copies are acceptable). Common documents include:

  • Deed, mortgage, monthly mortgage statement, mortgage payment booklet or residential rental/lease agreement
  • Florida Voter Registration Card
  • Florida Vehicle Registration or Title
  • A utility bill or hook up/work order
  • Homeowner’s insurance policy or bill
  • Automobile insurance policy or bill
  • Mail from financial institutions; including checking, savings, credit card statements or investment account statements
  • Mail from Federal, State, County or City government agencies (including city and county agencies)
  • Personal mail that does not list the recipient as “occupant”. Example: Magazines, journals, etc.

Customers who do not have any of the above documents in their name may provide two proofs of residential address from a parent, step-parent, legal guardian or other person with whom they reside and a Certification of Address form.

Please Note

Various suspensions and violations, such as parking and toll violations, may place a hold on your driver’s license and registration.

Written (Learner's License) & Road Driving Test Appointments

Written Test

To obtain a learner's license, customers must be at least 15-years-old, complete the Traffic Law and Substance Abuse Education Course, pass the Road Signs and Road Rules Test (aka written test) and pass the Vision and Hearing Test.

Driving Test

To obtain an Intermediate Driver’s License, customers must be at least 16-years-old and have held their learner’s license for at least one year or until their 18th birthday with no traffic convictions and pass the Road Test.

Tag Renewal Appointments

Please bring your:

  • Previous registration or registration renewal notice;
  • Florida driver's license; and
  • Current proof of Florida Property Damage and Personal Injury Protection insurance issued by a Florida agent or broker.

Disabled Parking Placard Appointments

Please download, complete and bring the Application for Disabled Parking Permit. There is no charge for a four-year Disabled Parking Permit; the cost for a Temporary Disabled Parking Permit is $15.
