Complete Your Transaction Through The Mail
Follow the checklist below to process your title transaction through the mail. Please mail your completed paperwork along with your original title, signed application forms and a check or money order made payable to Scott Randolph or Orange County Tax Collector to Orange County Tax Collector, P.O. Box 545100, Orlando FL 32854.
Please provide us with you contact information in case we have any questions or need to follow up with you. We process title applications in the order they are received, and our goal is to complete each application within 10 business days.

Title Transfer Checklist
1. Front of Florida Title Certificate
Transfer of Title By Seller (see image below) completed and signed by the title owner (seller); needs all purchasers (buyer) name(s), sale price and date, mileage reading and no date errors.
2. Purchaser (Buyer, New Owner) Application
All applicable sections of Form HSMV 82040 completed and signed by all applicant(s). if you are not recording a lien on your vehicle, put the word “none” in section 4.
Page 2 of this form requires the original signature of all applicants.
3. Identification for All Applications
A photocopy of the valid driver’s license or state ID card.
4. Registration/ License Plate
Proof of Florida insurance on the vehicle (copy of insurance card or policy preferred).
Are you purchasing a new plate or transferring your own plate from a disposed of vehicle? Please note that either option will influence the fees due. If you have a plate to transfer, note the plate number in Section 2 of the application form.
5. Payment
Check or money order made payable to Scott Randolph or Orange County Tax Collector. Include all applicable title, sales tax and registration fees (see below).

The sections to be completed by the seller only are as follows:
1 – Purchaser’s Name
2 – Purchaser’s Address
3 – Selling Price
4 – Date Sold
Odometer Disclosure, which includes:
5 – Choosing 5 or 6 digits
6 – Odometer Reading
7 – Date Read
8 – Choosing a status of Actual, In Excess, or Not Actual
9 – Seller’s Signature
10 – Seller’s Printed Name
11 – Co-Seller’s Signature (as needed)
12 – Co-Seller’s Printed Name (as needed)
