Certificate of Title
A Certificate of Title for a vehicle, vessel or mobile home is a legal document, available in paper form or electronically, that establishes a person or entity as the legal owner of a vehicle, vessel or mobile home in Florida. Generally speaking, most vehicles, vessels and mobile homes must be titled in Florida; mopeds, motorized bicycles and trailers which weigh less than 2,000 pounds do not require a title.
You must register and title your vehicle, vessel or mobile home when you:
- Purchase a vehicle, vessel or mobile home.
- Bring a vehicle, vessel or mobile to Florida from out of state.
- Any time the ownership of the vehicle, vessel or mobile home changes.

Titles with Joint Ownership
Vehicles, vessels and mobile homes may be owned jointly by two or more owners in Florida. Joined owners will be indicated on the title certificate by either “and” or “or”.

Electronic Titles
Electronic titles provide the same information as paper titles, and the application process for an electronic title is the same as for paper titles. You do not need to request a paper title in order to trade your vehicle to a dealership; however, you will need to obtain a paper title in order to sell your vehicle to an individual (private sale).
Paper Titles
Request a Paper Title Online
Vehicle, vessel and mobile homeowners with an electronic title may request a paper title online through the Department of Highway Safety and Motor Vehicles’ website. The state charges a fee of $4.50 for this service.
Obtain a Paper or Same-Day Electronic Title in Person
Schedule an appointment to visit any of our six Orange County locations to obtain a paper title or same-day electronic title in person. There is a $10.00 fee for this service.
Request a Paper Title via Mail
To request a paper title via mail, please send the following to Orange County Tax Collector, P.O. Box 545100, Orlando, FL 32854:
- Written request to have the electronic title printed and sent to you;
- Photocopy of a valid photo ID, such as a Florida driver’s license; and
- Fee of $2.50 by check, money order or cashier’s check, made payable to “Scott Randolph” or “Orange County Tax Collector.
If your address is different from what is on record with the State of Florida, proof of your new address must be submitted.
Replacement and Duplicate Paper Titles
A duplicate or replacement Florida title may be obtained either in person or by mail. Only the registered owner or lienholder on record may apply for a duplicate Florida title. The application must be completed by the lienholder if an outstanding lien exists.

Request a Duplicate Title via Mail
To apply for a title, please complete and submit the Application for Duplicate or Lost in Transit/Reassignment for a Motor Vehicle, Mobile Home or Vessel Title Certificate along with the following to Orange County Tax Collector, P.O. Box 545100, Orlando, FL 32854:
- Photocopy of a valid photo ID, such as a Florida driver’s license; and
- Fee of $85.75 by check, money order or cashier’s check, made payable to “Scott Randolph” or “Orange County Tax Collector.
If your address is different from what is on record with the State of Florida, proof of your new address must be submitted.
Miscellaneous Title Applications and Transfers

Hope Scholarship Program (Effective 10/1/2018)
Under Chapter No. 2018-6, enacted by the Florida Legislature, the Orange County Tax Collector’s Office is mandated by the State of Florida to advise you that you may, when purchasing or registering a motor vehicle in Florida, designate $105.00 in sales tax revenue to an eligible scholarship-funding organization to support enrollment at private schools, a program known as the “Hope Scholarship Program.”
To participate, complete the Hope Scholarship Program Contribution Election Form (English | Spanish) and DR-HS1 form and submit them with your title paperwork.
Please note: Sales tax revenue designated to such an organization will not be remitted to state government. This is a voluntary contribution election; you are not required by law to participate. This is not a program endorsed by or supported by the Orange County Tax Collector’s Office.
